Policy Consultation – Proposed Amendments to the Land Use Policy (UP12)

 

The UBC community is invited to comment on proposed amendments to the Land Use Policy (UP12) (the “Policy”).

The Policy was first approved in October 2009 and was most recently substantially updated in May 2019. The Land Use Policy confirms: UBC’s existing systems for land use regulation; how the Board of Governors manages, administers, and controls UBC’s property, and makes regulations respecting the management, government, and control of UBC’s real property, buildings, and structures; and how UBC works with local governments on land use and planning issues.

A Policy Development Committee (the “Committee”) has been convened to develop proposed amendments and has prepared a draft proposal. The primary objectives of the proposed amendments are to optimize processes and ensure efficient use of resources.

Key elements of the Committee’s recommendations and proposed amendments are as follows:

  1. the process for developing Land Use Regulations, including the consultation requirements, remain in place but be streamlined by re-assigning it from the Land Use and Operational Sustainability Committee (“LUSC”) to Campus & Community Planning (“CCP”);
  2. the LUSC be dissolved and its responsibilities be assigned to CCP, which has the internal expertise to fulfill such responsibilities;
  3. the authority to adopt, amend, or repeal Land Use Regulations be delegated from the Board of Governors to its Property Committee;
  4. current terminology of “Land Use Rules” and “Guidelines” be replaced with “Land Use Regulations” and “Guidance”, respectively, to eliminate inconsistency with nomenclature used in the Regulatory Framework Policy and other Board Policies; and
  5. update out of date information, such as the name of UBC’s current strategic plan.

The proposed amendments are now being published and all members of UBC’s community are encouraged to provide their comments. Please submit feedback to the Office of the University Counsel at university.counsel@ubc.ca by April 30, 2026.

Feedback received by the Office of the University Counsel from the UBC community will be provided to the members of the Committee for review and consideration. The Committee does not provide individual responses to persons submitting feedback. However, the feedback received will be summarized, along with the Committee’s response, in a Community Consultation Summary that will be included in the submission materials that are generally shared in open sessions of meetings of the responsible Board committee and the Board of Governors.
