The UBC community is invited to comment on proposed amendment of Policy #20.
Policy #20 establishes requirements for posting and advertising available employment positions. Currently, Policy #20 applies only to those available employment positions listed in the body of the Policy. For those available employment positions, Policy #20 requires that all postings and advertisements:
i) include an approved equity statement set out in the Procedures to Policy #20;
ii) comply with the advertising requirements of Employment and Social Development Canada/Service Canada and Immigration, Refugees and Citizenship Canada, if applicable;
iii) comply with any employment agreements, including collective agreements, if applicable; and
iv) comply with Policy #94 (Visual Identity).
In addition, Policy #20 requires certain available employment positions to be advertised in accordance with the Procedures to Policy #20, unless this advertising requirement is waived by the Responsible Executive in circumstances established by the Policy.
The purpose of the proposed amendment to Policy #20 is to prescribe advertising practices at UBC that will balance UBC’s potential to access the largest pool of qualified candidates for each available employment position with greater efficiency within UBC’s recruitment process. The proposed amendments to Policy #20 establish that Policy #20 applies to all available employment positions at UBC. In addition, the proposed amendment:
i) expands the categories of available employment positions that must be advertised in accordance with the Procedures to Policy #20;
ii) expands the list of circumstances where the requirement to advertise in accordance with the Procedures may be waived by the Responsible Executive; and
iii) provides accountability for advertising waivers by facilitating reports to the Board of Governors.
Other key elements of the proposed amendment are:
i) creating definitions for the types of available employment positions referred to in Policy #20;
ii) renaming the title of Policy #20 as “Advertising of Available Employment Positions”;
iii) updating the Procedures to Policy #20 to reflect changes to the advertising requirements mandated by Employment and Social Development Canada/Service Canada and Immigration, Refugees and Citizenship Canada in 2014;
iv) updating the Procedures to Policy #20 to identify the Responsible Executive and prescribed advertising requirements for the additional categories of available employment positions that must be advertised in accordance with the Procedures; and
v) updating the Procedures to Policy #20 to reference specific advertising requirements mandated as part of the nomination process for Canada Research Chairs positions at Canadian universities.
