Yes, you can. If your reviewer is your department head, you begin by appealing to the Dean. The Dean may have delegated this task to the Associate Dean, Research. If this is not adequate, you can appeal to UBC’s Conflict of Interest Committee. The Conflict of Interest Committee can only take appeals on conflicts of interest, not conflicts of commitment. Conflict of commitment is about time. What you are doing is taking too much time away from your UBC work, for example, your consulting work. Conflict of interest is about your personal interests vs your commitments to your UBC work, for example, your consulting work is for the same company that funds your research.
Two groups have to declare (file) annually: 1) faculty members with these ranks and 2) anyone who has signing authority over an active account that is used for a research purpose.

In 2011, a committee of faculty members and senior staff met over many months and reviewed and revised UBC’s Conflict of Interest and Conflict of Commitment policy. They confirmed that all faculty members as listed here need an up-to-date conflict of interest declaration to "... preserve the integrity of the persons and processes involved ..."
CWL stands for Campus Wide Login and is an id and password unique to you that allows you to use many online services at UBC. Because your CWL is confidential, to find out what yours is (or if you don’t have one yet) call 604-822-2008 and press 1. Or, from the Okanagan, call 250-807-9611 and press 1.
RISe is a database and stands for Researcher Information Services. This database is used for grant applications and awards, ethics application, and for those who must file an annual conflict of interest declaration, these declarations.
Two things:
- you will get a copy of any email sent to the reviewer saying that there is a conflict of interest declaration ready for review in RISe. The email will look like it is addressed to you but it is only for your information. Talk to the reviewer and ask what they would like you to do when you get the email. For example, what should you do if the reviewer is away?
- you can sign into the RISe database, choose the "Assistant" Role and see a list of everyone in your division/department and if they have a current conflict of interest declaration or not. You can’t see the actual declarations just a list and the status of each.

Yes, you can have as many alternate reviewers as you like. Contact the Conflict of Interest Administrator – contact details below. Only you (and your assistant) will get any emails saying there is a conflict of interest declaration ready for review in RISe.
You have three choices, all within the RISE database. 1) Send the declaration up to the next level organizationally. In large faculties, this will be the Associate Dean – Research and in smaller faculties, the Dean. When you open someone’s conflict of interest declaration, you get these options on the left hand side:
Choose "Refer to Faculty Reviewer" or "Refer to Dean" to send the declaration for review up to the next level. 2) If you think the declaration does not belong in your division/department and is there incorrectly, choose "Re-submit" and the declaration will go back to the person who completed and submitted it. 3) If these two options either don’t work or have been tried, you can send the declaration to UBC’s Conflict of Interest Committee for review. To do so, contact the Conflict of Interest Administrator as below. UBC’s Conflict of Interest Committee can only review conflict of interest issues (not conflict of commitment) and their decision is final.
