The Conflict of Interest /Conflict of Commitment declaration form for almost all faculty members is paperless and done within the RISe (Researcher Information Services) system. As a faculty member, you complete the form online and then it is reviewed and stored online. UBC’s Conflict of Interest/Commitment Declaration in RISe was updated in July 2012. These are the steps the declaration goes through:
1) You fill out the Conflict of Interest/Commitment Declaration online in the RISE database. For each conflict of interest or conflict of commitment that you put in the declaration, you may need to add what is called a management plan. A management plan is list of actions and timelines to reduce or get rid of any negative impact of a conflict. For example, if you are teaching a class that will include your nephew then blind marking of all exams and papers would be one action to include. You are encouraged to talk to your reviewer about any conflicts and discuss what steps are needed in a management plan, if any.
Your reviewer will be your department head or, in smaller faculties, an associate dean of research.
2) You complete the Conflict of Interest/Commitment Declaration online in the RISE database and submit it. As soon as you submit it, your reviewer gets an email saying your declaration is ready for review.
3) Your declaration is reviewed online in the RISE database by your reviewer. Your reviewer looks for two types of conflict – conflicts of interest and conflicts of commitment. This first stage of review is called the Initial Reviewer stage.
4) If your declaration includes a conflict of commitment, then the reviewer can only approve it if 1) the conflict is not significant or 2) there is an off-setting benefit to UBC. If the conflict of commitment cannot be approved, then that activity is prohibited.
5) If your declaration includes a conflict of interest, then the reviewer will look at your management plan, that is, the actions and timelines that would reduce or get rid of any negative impact of the conflict. Your reviewer will assess the management plan and may agree with your plans, ask for changes, or reject your plans.
Note: until your Conflict of Interest/Commitment Declaration is approved, you may not take part (or agree to take part) in any activities that may create a conflict of interest
6) If you and your reviewer cannot agree or your reviewer believes that your declaration needs review by others, your reviewer will send your declaration to the next review step. This second stage of review is called Faculty Review and is done by an associate dean in large faculties and the Dean in smaller faculties.
7) If a third level of review is needed, you or your reviewer can ask UBC’s Conflict of Interest Committee to review your Conflict of Interest/Commitment Declaration. The committee can only review and decide on conflicts of interests, not on conflicts of commitment. You may be asked for further information or to meet with the committee and answer questions. The committee’s decision is final.
